Ok, we're at this point now. This is a really tricky part. Recolors are considered bad by a large portion of the fan community. It's a good place to start, especially if you're sticking with the standard Sol fuku. I advise that you make a few changes to it to make it a little more original.
Common changes to the Sol fuku are as follows:
1. removing the shoulder puffs, tiara, collar stripe(s), midsection of the bodice
2. shoes like Sailorneptune's, but wrapping up higher, thigh high boots, stripes on the skirt bottom
3. changing length of the back bows
4. Taking an image of Sailormoon and removing both of the pigtails and/or odangoes or removing both on only one side
5. removing the skirt pleats
6. Changing the length of the gloves or removing the fingers
I'm not saying that these are bad changes, but they're hardly unique anymore.
Uncommon things in senshi design:
1. Pants! To my knowledge, I have the only female senshi in full length pants and that's Supersailororion. If you know of others, let me know.
2. Shorts. most of these are created from a Sailorstarlights coloring book image, but it's not all that common
3. Tube tops. Real tube tops, not Sol bodices with the sleeves and middle removed.
4. Capes. Never underestimate the value of a well done cape.
5. Masks. Unless it's a Tuxedo Kamen clone, you don't see masks often. The only one I know of is Ayashi's Bushino Adhil.
6. Belts. One or more. They're still cool.
7. Lace and frills.
8. laces up the front or back
9. Long skirts.
10. zippers. Again, Ayashi is the only one I know of to create a senshi with zippers.
11. armbands, bracelets, gauntlets, leg warmers, bare feet, skirtless, transparent skirts/skirt layers
The colors:
I've found over the years that there are creators who think that every feature of their uniform has to be a different color. The least extreem version of this line of thinking has a at most two objects with the same color. For example, the chocker and back bow will be the same, front bow and skirt, collar and tiara stone, shoes and glove pad things. I've seen some very effective and cool senshi with only one or two colors. Really, you don't need more than three at first.
A good listing of colors can be found at Xona.com. A lot of people just use the standard colors and it gets old. Not to say that you shouldn't use them, but be careful. Pick a theme for your senshi and then pick the colors.
Example:
Fuku design: No tiara. Gold collar with no stripes with a stylized ostrich feather pin. Lapis lazuli skirt, and bodice cut to reveal her abdomen. The bodice has grey sleeves that go to her mid forearm with lapis lazuli diamonds at the bottom. Beneath her sleeves, she has longer gold sleeves that nearly cover her fingers. She has a grey skirt band. On her skirt is a double patter in gold and a slightly longer one in grey. Around her left thigh, she has a gold garter. She has nail polish in her aura color. She wears sandals on her feet that lace half way up her calf.

Ma'at
