Ok, now that you have a good idea of the basic stuff, here's some things you might want to consider putting in your profile.

Where is your character from?
The trend with otaku senshi is they're either from Japan (specifically Tokyo) or they're completely alien. There are other countries in the world besides Japan. Why not base your character in the one that you come from? This is especially a good idea if you have no plans to include any of the cannon senshi in your story.

Favorite/Least Favorite Food
These categories just gives us a little more insight as to your character's personality. Do try and come upw tih a reason why they don't like something, though. Maybe the texture makes them gag or they're allergic. Why do they like things? Sweet tooth? Comfort food? Favorite/Least Favorite School Subject
This can give us a lot of insight into a character's daily life.

Favorite Gemstone
Typically, the stone picked is a character's birth stone. I prefer to pick ones that either have meaning to the character or have a color that the character likes.

Favorite/Least Favorite Flower
Not necessary, really, but I've found that it gives yet more depth. Flowers have meanings, too. We can learn about a characters aesthetic tastes through this among other things.

Strengths
Everyone is good at something. Everyone has positive things about them. This is where you'd list those. Some people put a lot of this in personality. That's ok, too. But listing them here is also a good idea, just rephrased somewhat.

Weaknesses
People aren't perfect. Your senshi shouldn't be either. This is an ideal place to list character flaws.

Hobbies: Everyone has a hobby, no matter how insignificant. It can be something as simple as sleeping or as complex as working on or modifying cars. Who knows?

Family Regardless of whether or not they show up in your story or have any relevance at all, everyone has a family. Talk a little about their family background. What are their parents like? What are their names?
Do they have brothers and/or sisters? If so, what are their names and ages? What kind of sibling order is there? Who do they live with?
How close are they to their family? Do they have grandparents, aunts and uncles, or cousins that live with them?
Or are they, perhaps, related to one of the other Sailor Senshi (despite this being horridly cliched)?

How did your character become a Sailor Senshi?
This can be done simply or really complexly (like pretty much everything else I suppose). Questions you might want to consider when writing this out:
How exactly did he/she recieve their powers?
How long has your character been a Senshi?
How do they feel about it? How did they react to this knowledge?
It is one of the most important aspects of your character's profile, because if your story is not believable or doesn't fit into the Sailormoon universe very well or is too cliche, no one will be interested in learning more about your character. So put a lot of time and thought into this one, all right? Other Details
Other detials would include things like the existence of a girlfriend/boyfriend. Do they have an irrational fear of spiders (or other things)? Or anything else that you can think of that I didn't have a category for -- this is my "safety net" to make sure you have the opportunity to share every single detail about your character that you want to share. Personality

I see lots of characters that just compare their character to an existing one. BAD! Don't do that. You're likely to have your character labeled as Mary-Sue for that. You really should be detailed here. Keep in mind that the more details you put in, the better and more interesting your character will be. If you're drawing a blank, here's a list of questions that might help get the creative juices flowing: Does your character like children?
Does your character get upset easily?
How is your character thought of by their friends?
How does your character treat the people around him/her?
Are they shallow? introspective? shy? gregarious?
Is your character very competitive with others?
What sort of person is your character attracted to?
How passionate does your character get about the things he/she loves?
How does your character feel about being a senshi?
How does your character behave when angry? or sad? or overjoyed? or starstruck?
What is he/she afraid of?
What are your character's dreams/hopes for the future?
Does your character like animals? do they even like people?
What things does your character take seriously?
What kind of sense of humor does your character have?

Character Pictures
Not everyone can draw. This is a fact. not everyone can make pixel dolls. Also a fact. There are a few solutions open to you. DOLL MAKERS: Personally speaking, I die inside every time someone gives me one of these images as a reference. I despise them. But again, if that's what you have to do to get images of your characters, then that's what you have to do. Just keep in mind that they're pretty limited themselves, ok?
SAILOR X GENERATOR: It's a KISS doll maker. In and of itself, it's pretty good if highly limited as well (at least for me it is). It's good if you want a Sol style fuku for your character.

COLORING BOOK BLANKS: If this is the method you choose to use to create your own image, I strongly suggest that you avoid simply taking an image of, say, Sailormoon and just changing her colors. We call those recolors and lots of people I know really, really hate them. I would, in fact, recommend against this except as a color reference if you don't really feel like you have the skills to alter the image much at all. To that end, I'm beginning to make Body Form images as an alternative to these. You can just draw your fuku over top, color, and presto! senshi image.

Website
There are lots of free hosts out there, but if you have issues with adds, your options are limited. Assuming for a moment that you have a website already but are looking for design ideas, there are a few otaku senshi websites on my links page tha I strongly recommend checking out for the layouts and characters and stories and other stuff as well.

If you don't have one already but want to, here are some tips.

1. Sign up for an account at Xoom, Geocities, Angelfire, Tripod or any of the other free web hosts out there. Or you cna buy your own domain. There are some really cheap hosts out there these days.

2. Familiarize yourself with how one creates a page. Many of the free hosts have programs and tutorials that will help you. If you'd like you can download free website software like HotDog Express or use Microsoft Frontpage in order to help you make your page. (Personally, I use Macromedia Dreamweaver in combination wtih Photoshop 7.) If you don't want to use a program or can't afford to buy one, you can always do it the old-fashioned way, using your Notepad program and learning HTML. This is the more difficult but also more efficient method. There are a number of wonderful HTML tutorials on the web for you to choose from. Just Google it!
If you want to use a premade layout,
Lycentia has lots of them. If nothing else, this will give you ideas for how to design your layout.

3. On your webpage, you should consider including the following things: a picture (or several) of your character, your character's profile, fanfiction about your character, your character's favorite music (a list generally will suffice), an "about me" page where you profile yourself (not really necessary), links to other pages you enjoy, and possibly some webrings. You can, of course, add much more; but I'll leave the rest up to your imagination. It's a matter of personal taste.

4. Create your pages and upload them to your web space, either by using your web host's programs, or with an FTP program like WS_FTP or smart FTP (what I use).
